Most of it is. There is a pond with some access; the Conservatory is; looking at the formal Duncan Gardens is from a higher viewpoint in front of the Conservatory. I am not sure if there is a ramp to go into the garden itself. The Japanese Garden is. Many of the planted areas are able to be seen from the park roads, as are the trees and grassy areas. The coffee/snack bar is also, and the restrooms throughout the park.
