New Jersey remains under a state of emergency Tuesday after flash flooding devastated many communities Monday night, especially in Union and Somerset counties. Gov. Phil Murphy toured some of the damage Tuesday morning in Berkeley Heights.

Forecasters warned more rain and flash flood risk is expected on July 15 after storms flooded out roads the day before.

In New York City, more than two inches of rain fell in just an hour, turning subway stations into waterfalls.
